Start with making a small crane.
Make valley-folds on the three circled parts while making a star-shape from a small square.

Make valley-folds on the three circled parts and make a star-shape a little like this picture.

Then make a mountain-fold on the circled part while making a star-shape.

Make a mountain-fold on the circled part like this picture.

Make a bird-base so that the yellow lines are changed to wings.

Move the left and right to the center while making a bird-base.
(7)
Move the paper like this picture.
Then move the top and bottom in the direction of the arrows.

Move the top and bottom while making a bird-base.

After moving the paper, it looks like this picture.
Making a bird-base is finished.

Fold the outside head/tail to the center.
Then raise it while referencing the next step.

When raising a head/tail of a small crane, raise it along tips of connecting parts so that connecting parts don’t tear.
(don’t raise it all the way as usual)
The part which is shown by the yellow arrow get longer than usual because you raise a head/tail along tips of connecting parts.

After raising the head/tail, lower it and revert it back to a bird-base.

Revert it back to a bird-base like this picture.
Then turn the paper over as it is.

Move the paper in the direction of the arrow to make mountain-folds on the parts which a valley-fold is on.

After making mountain-folds on the parts which a valley-fold is on, move the top and bottom in the direction of the arrows.

Fold the other head/tail to the center.

Raise the head/tail along tips of connecting parts as well.
After raising the head/tail, turn the paper over as it is without reverting it back to a bird-base.

Turn the paper over like this picture.
Then fold the first head/tail to the center and raise it again.

There is not much space.
Fold the head/tail and raise it carefully.
